It also offers a handy guide for websites in a variety of phases who are looking to make the jump to a standards-driven approach: it's never too late.

The primer makes an analogy with standards in the web industry and concrete in the building industry: you don't need to know it's there or have it brought to your attention (it's not particularly good-looking in and of itself) - but, if it's used, you know you're building on a firm foundation.
